After installing this mouse ive noticed some issues with my sound. im getting terribly loud static distortion when a sound is played but it doesnt happen all the time. also when i scroll in between songs on wmp i can recreate the terribly loud static distortion effect.

is there anyway i can fix this problem so i can safely have my sound volume at a moderate level at all times without wrecking the speakers?

Hi. Try updating the sound card drivers by going to the card manufacturer's website.
