SQL problem

i'm not sure if this is where i should post this or not. if not maybe someone could point me in the right direction. i used to be able to send a page by email until i ran a dell maintenance program. now when i try to send a page i get an error message about needing to have a profile, apparently for outlook. but i have outlook express. so i tried to correct the problem by uninstalling small office programs including outlook. this did not correct my problem so i restored my computer to the date before the uninstalls i did . now i get an error message that my SQLENV70.rll is corrupted. is there a way for me to restore this file. any and all help would be greatly appreciated.
