slow start-up and strange black-white-grey pattern in add/remove progr

OS: windows xp



have for some time had this black white and grey pattern in my add/remove programs program list not sure what it is, no one else that i've asked seems to know either. doesn't seem to affect performance. more recently (several months) computer takes about 5 minutes to finish starting up and randomly while running seems to lock up or slow to a near stop. lots of cpu usage and page usage while starting up. would appreciate the help.
