Disable Language bar in windows 2003

OS: Windows XP,2000,2003



Hi,
I want to disable language bar in Windows 2003.It is seen at logon window.
I am not able to view Language bar option in Toolbar.How can I view Language Bar in Toolbar?

Also,in
Control Panel/Regional and Language Options/Languages tab/Text servicesand input languages/

Details/Preferences/Language Bar...


Prefernces tab is Grayed out.How to enable it?
