Control Panel Gone/Asking for System Administrator

Hi,

I am having a problem with my computer. I ran Norton and found several viruses and cleaned those up. However, my control panel is gone, and now it giving me an error Restrictions on computer, contact system administrator. I have ran Deckards system Scanner and this is what was on the notepad. I would love some help!
