Old wallpaper photo won't go away

This has been bugging me for a long time, so I finally decided to post on here to see if anyone can help me get rid of this image. A while back, I set a photo up as wallpaper on my husband's laptop. And because of the screen resolution or something (sorry, don't know the proper lingo), it came out looking all wide a goofy looking. And since it's of people, it's kinda creepy. So I set up another Windows photo as the background and deleted the people photo from his hard drive. But I guess the file's still there somewhere b/c it shows up when the laptop is spooling up; then the stock photo ultimately shows up.

So, how do I get rid of this previous photo once and for all? Thanks!
