Windows Vista, Outlook 2002 When I open Outlook I receive the following error: Runtime Error! C:\progra~1\Micros~3\Office10\outlook.exe This application has requested the runtime to terminate it in an unusual way.

Outlook 2002 has known compatibility issues with Vista which will not be resolved by Microsoft as the product is out of mainstream support. You should consider either upgrading to Office 2003 (or preferably Office 2007) or changing email clients altogether for something such as Thunderbird (other email clients are available).
