All of the icons on my desktop and in my startup menu have turned into internet explorer shortcut links (the file type is .lnk). Upon attempting to open the link, it asks if I would like to open or save the file. Whatever I select, nothing happens. The only way for me to open programs is to find them in the program files section of my computer and execute the application file from there. Programs that are pinned to the start menu also work.

If anybody has any idea how to fix this, I would be immensely grateful. Thank you very much for any help.

I had a similar problem computer come in and this is what i did.

1. Boot in Safe mode
2. System restore to an earlier, stable date.

Thank you very much! Does system restore delete files that have been created or programs installed since the date restored to?

Generally this does not happen since a restore really only fixes the windows files.
