Can't create new dial up connection, can't star Remote Access Connection Manager service

OS: win xp prof
I had a month back installed service pack 2 & 3 onmy xp prof. But now when i am trying to create a new dialup connection the option is greyed out and only broadband always on option is shown.

i googled for the solution and i ve the opinion that there is something wrong with sp installation done. i uninstalled & reinstalled service packs, tried editing regitry , delete 25,26 in registry and all the options available on net, but to no avail.

modem is working fine.

help needed desperately.
