newbie to coding - help starting out a small script i have, want to get a good speed profile of my internet connection

Hi guys,

i want to make a small script that runs on my desktop and:

'starts download and take a time stamp

'on completion of download take time stamp2

'add timestamps to CSV file

'delete downloaded File

'pause script for 15mins then run again

i dont really know where to start and any help would be much appreciated!
