You most likely have tasks running in the background. If a task runs, it causes defrag to restart.
Either end some tasks, or better yet try running defrag in safe mode.

Is defrag the only program that the computer restarts on?

Yes, only restarts on the defrag program.

Use this link to Kelly's Korner. Go to line 280 to rstore defrag.exe. Follow the instructions at the top of the page as how to install it.

Also replaced file in system file with the new one, still just goes to 3% and restarts the puter

I wouldn't spend too much effort on that. There are free, excellent, defragmantation programs that you can use. My choice is Auslogic Disk Defrag (a link in my list below). It's a fast, reliable program that never failed me.

Open My Computer > right-click local disk c: > properties > tools > error checking > check now > check the two boxes > click start. You will be asked to reboot the computer to enable check-disk. Please reboot and let the process run to the end. Try Auslogic again.

Try to repair the problem by using Recovery Console. For this you will need xp installation CD. If you don't have the CD try to borrow one.

To get to Recovery Console insert the disk into the CD drive and reboot the computer. Windows Setup screen will show up. If it doesn't, enter BIOS and set the CD drive to be first priority boot device.

Let Setup run until three setup options are shown. Choose Recovery Console by pressing R. When asked for XP installation, type 1 (assuming you have only one operating system installed). When asked for password type your password or press Enter if you don't have a password. A black DOS-like screen will show up.

At the prompt type chkdsk /r (please note the space in the command) and press Enter. Let the process run to the end.
