403 Forbidden with all microsoft.com and others

Windows Update failed on son's computer and tried to fix ... to install anything that might help you must download to another computer and move it to his to install. But, the Malicious Software Removal Tool will not run ... it just dies. Windows Defender will not update but it will run. Widows Update will not function. If I try to go to a microsoft.com site IE fails to find it or the 403 error. Also, IE just stops working and crashes after 15 minutes or so.
Attached are the results from Hijackthis.
Any suggestions? & thanks
