Well seeing as though the administrator account has more system priviliges, viruses can have alot more advantage and say in the amount of bandwidth that your computer is using, where as the guest account does not have as much priviliges and viruses can not affect your computer as much
So what i believe the problem may be is a virus, maybe a trojan which steals your bandwidth, you should try AVG Free Edition virus scanner which is my suggestion |

If you're still having trouble, We'll need you to use a free diagnostic tool, Hijack This. Follow the instructions in step five of this guide, and post your log as a new topic in the Hijack This forum. It will get a better response there from the people most qualified to analyze logs. Most of what Hijack This lists lists will be harmless or even essential, DO NOT delete or modify anything yet! Someone will be along to tell you what steps to take after you post the contents of the scan results. |

Thank You dyserg and coachwife6 for helping me troubleshoot. I have read the guide and tried the Winsock program. That program fixed the registry. Now their computer can use the internet as administrator. Before I wrote this post I had use Ewido, HijackThis, and the Nail program to get rid of the malware. So from the result I assume the malware had corrupted the registry causing the administrator's internet to not work.
