I don't think batch files are that powerful (as its just a sequence of DOS commands)

Are you sure I/O address was what you meant, and not, perhaps, IP address? I/O address refers to the physical memory address of system devices; IP address is the "Internet Protocol" set of four numbers that uniquely identifies you on the Internet. In either case, the answer to your question is likely no: the I/O address is part of the Windows kernel, and the IP address is set by your ISP.
