I Have a Dell Reinstallation Disc For Windows XP Service Pack 2. Can I use any COA to install or do I need the COA that came with CD?

The COA is tied to a specific version of Windows (Home, Professional, MCE) and whether it's OEM (like Dell) or Retail.

So to answer your question: you will not be able to use your Dell reinstall CD with a Retail COA. But if both systems are Dell and the same version, then yes, you can use that disk with either COA.
