ok i downloaded a program called Sensor View Pro 2.1 and my cpu temp which i just put new Dynex Silver Thermal Compound on is reading 66©/149(f) is this safe or is there a break in time for the new silver compound????

It is within the intels range of temps but i would be reseating the heatsink or trying a aftermarket heatsink. The hottest i have seen one run at idle is 55°. That one i installed a zalman heat sink and got the idle temp down to 45°. My personal Prescott 3.0 cpu runs at 36° idle and has never hit 45°. i think yours is too close to the 85° limit for the processor because if you start playing a game you may hit the limit. The good thing about the intel cpu's is that it will clock down as temps get higher. So if your computer seems awful slow after playing a game for a while you know what is causing it.

I would download speedfan and see if it matches your program for temps.

at the moment my cpu is reading 149(f) or 66(cel)..this is using Speedfan program

Well, it seems your cpu is running a little warm. So, heres a few cpu coolers that would bring the temp down some.

This cooler is pure copper so it cools slightly better than copper/aluminum coolers.

When i install a heatsink i use this method. I will use alcohol to clean the processor and heatsink surfaces. I then will put a sandwich baggy over my index finger, apply a dab of compound on the heatsink, and use my finger to spread the paste in a very thin even coat on the heatsink surface. I then put a BB sized paste on the processor and use my finger(still in the baggy) to make a slightly thicker coat evenly over the processor then attach the heatsink.

Socket 775 processors you can use a bit more compound to cover the top like this webpage illustrates.
