Open Internet Explorer.
In the menu, click on Tools, then select Internet Options.
Select the Security tab
Where it says "Select a Web content zone to specify it's security settings", click on the Internet icon so it's highlighted... (the icon that looks like the "world")
In the lower right hand corner, click on Default level, then click on OK.
Close all the windows and relaunch IE.

Go ahead and try downloading files again. Please let us know how you get along!

By the way, you only waited about 30 minutes before doing a double posting of this problem. Please understand that because we are all on different time zones, someone may not be able to get to your post right away. As frustrating as things get, please try to be patient with us. Thank you!
