Ok run msconfig again and click on services tab. Check the hide microsoft services again. Next uncheck everything else.
Do the same thing on the startup tab. Then click apply and then ok. When asked to reboot Click ok
Then let me know if you have your icons back.

YES!!!!!!!!!!!!!!!!!!!!!!!!!!!
I have icons and taskbar back.
The System Config Utility box is also open when it stated up.

Ok this is gonna take a long time but needs to be done so we know what caused the problem.
Go through each service 2 at a time and recheck them then click apply then ok. Allow the machine to reboot. This will let us know which program is causing the problem.
After you have restarted all the services, do the same for the startups. By process of elimination we will be able to see which program is doing it. Then we can proceed to fix or remove the corrupt application.
Make sure you know which 2 you start each time and dont do more then 2 it'll help keep guessing down to a minimum.

It looks as though the pop-up blocker I subscribed to a couple of years ago is the problem. Under "Services" "STOPzilla Local Services" would prevent the taskbar and icons from displaying.

Ok please uninstall it and delete its folder. After you have done that you can try reinstalling it and see if the problem comes back. If it does look for a different pop up blocker.

OK------------
I uninstalled STOPzilla and deleted the folder--------
I checked the box, in msconfig, normal start up and it started up just fine.
I'm not going to bother with re-installing it to verify it was the problem.

Since your issues have been addressed and you are ready to travel the net again, I will just give you a few ideas on how to stay safe out there. Best of all these programs are all readily available on the net for free
To reduce the potential for spyware infection in the future, I strongly recommend installing SpywareBlaster and SpyWareGuard.
SpywareBlaster and SpywareGuard are by JavaCool and both are free programs. SpywareBlaster will prevent spyware from being installed and consumes no system resources. SpywareGuard offers realtime protection from spyware installation attempts.
