Help! Impossible to remove malware! Combofix and HJT not worki

Hello everyone. First of all, I think this website is an awesome service and I really appreciate the work the volunteers and moderators do. You guys are angels! Anyway, I was browsing on the web yesterday and came across a website that automatically downloaded a program that is stuck in my tray. The red X icon with the balloon that says "Your computer is infected!" and it goes on. I have been looking through topics on the site trying to determine what is wrong. I cannot run Combofix or HJT even in safe mode. I have Zone Alarm security suite that is detecting and deleting several malware, but whenever I reboot the malware and baloon/popup are still there. I tried using the smithfraudfix, but that doesnt seem to help either. Any help would be greatly appreciated.
