How to create a Phone Tree Diagram?

Hi, this will sound stupid, but I cannot for the life of me figure out how to create a basic phone tree. I need 1 main block at the top, 6 underneath, and then branches from there. With Excel, I can't get the boxes to align, with PowerPoint, I can't get the boxes to get small enough. I'm not looking for great graphic design, just a way to get some boxes, lines, arrows and text in the boxes.

Do you have to have or need this graphic with an Excel or PowerPoint extension? Why not use a regular graphics program? many great free ones out there although I prefer Xara Extreme or Photoshop.

Freehand or Illustrator (or even CorelDraw *groan*) is useful for something like this perhaps? You can draw you boxes, move them around freely, line them up using guidelines and some simple tools, etc. Sounds ideal for what you're seeking.
