Alternative method for the above
click on Start
Click All Programs then on Accessories
Click System Tools, and then click Internet Explorer (No Add-ons).
Click Apply and then OK to exit window if needed.
Try to start IE now.

Tried that just now and it's the same. The program doesn't run.

OK then Either a repair installation or parallel installation is the last steps I can come up with. Both which require the XP cd to do.

OK. Can you tell me what a repair installation is and do I have to buy a xp cd? Can I borrow one from a friend?

Repair installation will try to repair or replace and corrupted window files thus hopefully allowing any corruption to be resolved.
If you borrow a cd it MUST be the same type as what is installed on your system.
For example Home or Pro

Hello,
I just found something. RPC (remote Procedure Call Service) should be startable but when I go to services (Run services.msc) and look at standard tab and try to start it it tells me can't start it Error 5: Access denied. It's like I'm not the administrator or the permissions are wrong or like that.

Also in services I can't see any services in the extended tab only in the standard tab. Could this be a permission or access (administrator vs. user) issue?

The more I work on this with you the more I lean toward access and permissions...

Where would I check to make sure I have correct permissions, access and administrator rights? I know I'm running as administrator but something is hosed so maybe underneath it all I'm not running as administrator...

Now I'm babbling. Thanks again,

Rich

Right click on My Computer
Click on Manage
In new window left side click on Services and Applications
Then click on Services
Right window scroll down till you find Remote Procedure Call (RPC)
Right Click on it and then click on Properties
Make sure it is set to Automatic startup.
If not change it to Automatic then click on Apply and then OK
You may be asked to reboot and if not do so anyway.
Now try IE and let me know if it helps.

OK I tried that and here's what happens:

First, I can't see any services in extended tab which is the default. It displays a blank right side box with some blue fill in it. If I open the standard tab then I can see the services. When I right click on RPC and then click on properties, there is no properties window. It never opens. The RPC is already in automatic mode. Reboot and same thing. Same problems.

OK are you running as Administrator or as a Admin?
Second try booting into Safe Mode with Networking and try IE.
Does the issue happen then?

Yeah, I'm logging on as administrator.

OK I ran safe mode with internet and IE still doesn't run.

Thanks,

Then I suggest go to the Add\Remove programs and uninstalling the version of IE you have.
Then Go back to the windows update page and updating IE to the current version of 8.

I think we may be getting closer to defining the problem. Since I have my laptop up and running I can compare with the desktop which has the problem.

I am already running IE8 on the desktop. But I wanted to remove it and reload from Microsoft site. It wouldn't let me remove it. It was still there after removing it in add/remove and rebooting. So I wanted to just reinstall it and see what happened. Here's the message I got while doing the installation:

Internet Installation did not complete. Setup could not verify the integrity of the file "Update.inf". Make sure the Cryptographic service is running on this computer.

When I compared services I saw that cryptographic service is dependent on RPC as is a bunch of other services. So if RPC isn't running (which it isn't) then they won't run.

Can we find out why I can't display services in the extended mode? Since I can't display in that tab, I don't have the option of starting/restarting services. I wonder if there's a line in the registry pertaining to this.

Those are my thoughts for what they're worth.

Thanks and still poking on the good PC with hope and faith in hand,

Rich

Try getting into services by doing the following...
Go to Start then to Rum
Type in services.msc and click Enter
Let me know if this opens it up for you.

No it doesn't do it for me. I've tried that before. It seems to me that the window for services is partially opening with the "services (local)" on the left panel highlighted in blue as it should be. But instead of the correct display on the right panel (if you look at your machine the right panel would display the gears in the upper left with Services (local) next to that. This would all be highlighted in blue and if you click on a service the display comes up underneath with the option to start/restart etc depending on the service.

On my system the gears are displayed with no Services (local) and no services listed. The blue highlight is there and it is white where the services would be listed. But again, is there any way we can edit the registry to get RPC running or am I jumping ahead? I definitely don't want to step on your toes. I am most appreciative and am learning logarithmically! And I was accepted to Geek U.
