try a different web browser like Firefox.
Or Opera, or Google Chrome.
I recommend FireFox its better.

Edit: Sent him a PM he should reply in this thread.
Sorry I wasn't able to help you.
Now thinking about it though have you tried re-sycning your router?
Unplug both for 30 seconds plug them back in.
If that doesn't work try using the install disc if your system is XP and try installing Internet explorer again.
Sounds like it is having trouble with 32bit apps.

Vista Ultimate 64 bit I presume?
Has the other browsers ever worked under Vista Ultimate on your system?
Try this to see if the 32 bit Explorer will work.
Right Click on the start icon and then click on
Properties then you can select Compatibility Mode.
See if it will run now.
Also it is possible you may have an infection due to the use of Limewire and the files you download
Although using P2P programs like Limewire are not illegal, the files downloaded could contain potential infections. By continuing to use these programs will put you at a higher risk for infection. If you continue to use these programs GTG may not be able to provide assistance in the future.

Having attitude won't get you assistance any faster.
P2P is known for being full of infected files.
We don't know what you have or have not downloaded.
I am only suggesting that it could be a issue.
Also in your initial post you never mentioned Utorrent.
Was there any files backed up that came from either Limewire or Utorrent
Any keygens or cracks?
Any programs you may have downloaded and then installed when you replaced the hard drive?
Have you done all the windows updates through Microsoft to get any SP updates and \or optional updates for programs?
Java issue:
Have you gone into internet options in IE and checked to make sure the option to use Java is enabled?
Try the following to make sure your Java is up to date.
Please download JavaRa from the link in my signature below to your desktop and unzip it to its own folder
* Run JavaRa.exe, pick the language of your choice and click Select. Then click Remove Older Versions.
* Accept any prompts.
* Open JavaRa.exe again and select Search For Updates.
* Select Update Using Sun Java's Website then click Search and click on the Open Webpage button. Download and install the latest Java Runtime Environment (JRE) version for your computer.

If the above does not work then:
I suggest you go to the Malware Removal and Spyware Removal Forum and run all the steps located in the START HERE. These self-help tools will help you clean up 70% of problems on your own. If you are still having problems after doing the steps, then please post the reguested logs in THAT forum. If you are unable to run any of the tools then start a new topic in the malware forum and put this in the subject line...I am unable to run any malware tools
If you are still having problems after being given a clean bill of health from the malware expert, then please return to THIS thread and we will pursue other options to help you solve your current problem(s).
Add a link to this topic so that malware tech can see what steps have been taken here

Thank you and I am just explaining that your issue can possibly be from an infection.
That doesn't mean it came from P2P but could come from anything you may have downloaded.
Even from a program or something you reinstalled after the clean install. If you backed up files that possibly could have been infected then when you reinstalled the infection could occur.
I look at every possible angle of this.
This is why I give very detailed steps to take and then we can help you get rid of one item at a time that could be causing the issue.
I do not walk away easily so no problem as I will continue to be here till we can resolve this one way or another
