Internet Explorer cannot display the webpage, after Windows Service Pack 3 attempted to install

OS: Windows XP Pro



I recently attempted to install Windows Service Pack 3 this AM on my laptop that is running XP Pro. The install failed. Afterwards, I attempted to get online and I am unable to connect to the internet now and get "Internet Explorer cannot display the webpage". I did not make any other changes to my system. I attempted to do a system restore and I got "Windows cannot restore your computer to the selected date". I am able to view other computers in the newtork. Also tried connecting to the internet both wirelessly and also through hardwire with no luck. Any help one what I can do would be greatly appreciated.
