KSOD (Black Screen of Death) even when booting from CD, How can I get around this?

I've been having issues with Black Screen of Death on a Toshiba Satellite laptop running Vista Home. I finally decided to use the Toshiba disk to reinstall the operating system, but even when I do that the system will eventually go to a screen saying "Windows is loading files" and then return to the black screen with the white arrow.

How can I force this reinstallation?
