Slow DSL Connection, Pages load slow and streaming videos are almost impossible to watch

I've been having issues with a slow DSL connection on my computer pretty much since I installed it. Most websites load fairly slowly and it's next to impossible to watch a streaming video due to the amount of buffering necessary. If anyone has any suggestions as to how I might be able to either diagnose a cause of this, or ways to speed it up, I'd really appreciate it.
