I will attempt to help you.
The timedate control panel is as follows: timedate.cpl NOT timedate.cpi
Go to start.....then run....type in timedate.cpl and hit ok. Does the time date come up?

Go to start.....run.... and type in sfc /scannow and hit ok.
This starts verification/replacement of the windows protected files.
You might need your windows CD available if it asks for it.
Note the space between the c and the /
EDIT: LINK TO WHAT SFC IS

first...click start...run...type in services.msc...scroll to windows time ..
set it to automatic and start the service...
no joy
go to the control panel... Folder Options.... View... check to show hidden files and folders...
Go to the hidden folder C:\Windows\System32\dllcache
Check that the file timedate.cpl exists in this folder.
If it does, and only if it does, go to the System32 folder and
delete the file there. It will be replaced immediately with a copy of
the one in the dllcache folder...
reboot
no joy
If this doesn't fix the problem, you can extract the file from your
Windows XP CD by doing the following
Insert your Windows installation CD and stop any autostart...
Go to Start... Run.. and type in the following
expand -r E:\i386\timedate.cp_ C:\Windows\System32\ /y
Where E: is the drive letter for your CD-ROM...
There is space before and after -r and a space before C:
Note the underscore after .cp_ do not type in .cpl

just a note to say thank you for all those who helped me with this problem and a bif shout out to 123run who sorted for me
