Vista command prompt, Tutorial for vista command prompt

Hi everybody

I am trying to find out if there is any good tutorial on command prompt or vista shell tutorial.
Actually i am not able to use telnet even with adminstrative authority.
telnet is not recognised as internal or external command
is it changed or eliminated from VISTA
