My cousins computer is acting up and won't start up and won't even go to the desktop I keep getting the message:

Windows could not start up because the file system32/hal.dll is missing or corruct. Please re-install or fix the file.

What exactly should i do to fix this problem?? Thanks!

edit: I doubt he has the installation CD or whatever. So if there is any alternate way of fixing this i would appreciate it.
