beep.sys cannot boot in safe mode or from cd drive

Hello Geeks-Hope you can help. I am trying to help out my brother in law. He was trying to run a video (guess what the subject was) without any kind of virus software. He clicked a yes or run box and then got a warning about infected files. He panicked and hit the power button to turn off his computer. When he tried to restart as soon as he clicks a user account up comes the BSOD which says the problem is caused by the file beep.sys. I went over to help him but when I start in safe mode as soon as it get to the user logon and you choose one back comes the BSOD with the same message. I tried booting from last good configuration-same thing. I went into the bios and choose boot from disk and put in his windows xp disc and get a failure message saying strike 1 to retry. I have searched all around on the forum and have found several mentions of beep.sys problems. I am not sure but when it comes up on his it may even say beep.exe. I feel like I might be able to fix the problem if I can get it to start but don't know what else to do to get it to boot up. He has a Dell 2400 running XP. Any ideas??
