AND Internet connection wizard could not configure your computer to connect to the internet youi must manually set up your own tcp/ip protocols,dial-up networking, or other dial-out device please help my computer is nothing fancy , and i do have a internet provider

How are you connecting? THrough a nother PC using internet connection sharing? It sounds like that is how you are trying to do it, but there is not another PC with ICS enabled.
