help: How to control download size in isa server

hi there i hope some one help me
i have a network with isa server on windows server 2003 avery thing works ok
but i wounder how to control the download size of every user in the net
so the user on computer nubmer1 can download 1000 MB of data no more
and please can any 1 tell me how to control the bandwidth for each computer in the net
