You could try running CCleaner, it has an Add/Remove programs utility. http://www.ccleaner.com/

If you are talking about the security updates that MS provides, if you want to keep your computer as secure as possible, then yes you need them.

Two things...
1. Any program with a word "registry" in its name, is either worthless, or even dangerous. The golden rule: don't play with registry. There is no reason for it.
2. For programs, which don't want to uninstall, there are two main options:
- reinstall over the top, and try to uninstall again
- use Revo Uninstaller: http://www.revouninstaller.com/

Sometimes there is a uninstaller in the folder that the program initially installed in to.
