Can't fixed my laptop clock

When i restart and try to adjust the time, it tells me to use the arrows to change the time but when i used them none of them work, is like thye are disable or something. can somebody hel me out.

Hi and welcome to Geeks to Go. You need to use your mouse and put the cursor in the field you want to change, then use the up/down arrow to move the value in the appropriate direction.

Ok, when I log onto the computer the clock is hidden and when I try to open it, it doesn't open. The only way that I think I could change the time is by restarting the computer and pressing F2 to get to the set up menu. When I get there I could change the clock and it tells me to use the arrows to change the time but when I do the arrows doesn’t work, but when im using Microsoft word they do work. How can I make it work when i'm in the star up menu? (That's when i press F2 when i restart the comp)

I'm using a dell laptop
