Is this java script? What is it?, Need to translate

There are files on my computer that have text like this: %qãúxÃO¥×¼3nTû†¶sŒ=ÐÝ tœ$–“Û1÷

What is this language and how can I translate it so I can read it???? Thank you.

Its garbage. There is nothing to translate.
These files are often left over from other work that was either unsaved, abandoned by Windows for whatever reason or have been picked up by utilities such as Scandisk.

To add to what NJ says, sometimes files are downloaded in ascii mode when they should have been downloaded in binary mode. If so they will look like that.
