reboot and select proper boot device

OS: Windows XP
A few days ago my computer didn't start up and gives me the following message:

"reboot and select proper boot device or insert boot media in selected boot device and press a key"

I've gone into the BIOS menu and tried to "set to default", but have been unsuccessful in getting it to work. The following is how it is currently set:
1st Boot Device: SM-Hewlett-Packard DVD Writer 3
2nd Bood Device: PM-ST3120025A
3rd Boot Device: 1st Floppy Drive

I'm currently using a laptop, but this is happening with our desktop. Does this indicate a hard drive problem? We really just want to be able to get the data on our computer backed up so we can buy another computer. Maybe a Mac?

Run hard drive diagnostics: http://www.tacktech.com/display.cfm?ttid=287
Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: http://www.imgburn.com/ to burn .iso file to a CD (select "Write image file to disc" option), and make the CD bootable.

NOTE. If your hard drive is made by Toshiba, unfortunately, you're out of luck, because Toshiba doesn't provide any diagnostic tool.
