I have a Dell Diminsion 2300 that is 4 years old. It will start some days, but not every day. I have tried a new cord, new surge protector, and different outlets. Could it possibly be my power supply is going out? Or am I going on the wrong track here??

it could be your psu or possibly heat
have you cleaned out the inside of the comoputer lately?
google speedfan and download that...run it and post your system temps

also
start > run, type
eventvwr.msc
<enter>

Look under systems and applications for items with red Xs that happened at the SAME time as your problem...list them here.
