I've downloaded a web builder program called blue voda, but not sure if i can use this program when it comes to hosting my website. Do most web hosts let you use any web builder program??

The only 'builder program' issues I've come across are the bits of code that rely on your server to execute.
Generally if you stick to the W3C guidelines for your html code you should have no real problems. http://www.w3.org/
When it comes to e-mail replies, forms, e-commerce and stuff like that just check with whoever is going to host your site as to what they can support.
Don't be afraid of trial and error before your official launch.
