Symantec liveupdate

I have windows XP and my liveupdate for symantec 3.0 continues to give the error message lu1823. I have looked in msconfig and liveupdate is not running there. I have also tried to uninstall symantec liveupdate and the message says another application is running with liveupdate. How can I find which application is sharing and stop it from running so I can uninstall and reinstall my symantec software? I am using the corporate addition version 8.
