Formating Hard Drive

When i go to Start then Run..CMD and then i type Format C:

It asks you Y/N, i press Y

Then something strange comes up that says:
Format Cannot run because the volume is being used by another
Process. Format may run if this volume is dismounted first.
ALL OPEN HANDLES TO THIS VOLUME WOULD THEN BE INVALID.
Would you like to force a dismount on this volume? (Y/N)

I click yes and it said:

Cannot Lock drive. The volume is still in use.

what can i do to format it.

You need to format it without being in windows.

May I ask why you are attempting to format?

reinstalling windows. can someone give me to steps to format with out being in windows.

you can reforma t by starting the windows install from the windows cd
