Download This File and save it to your desktop. Right click on the downloaded file and choose "Extract All...". In the resulting window, click "Next". In the "Select a Destination" window, browse to C:\WINDOWS\PCHEALTH\HELPCTR\Binaries, and click "Ok". Accept any prompts to replace or overwrite existing files.
Reboot and try to open msconfig.

That was fast....
Didn't see anything in the log that might be causing this. Does Task Manager open and stay open?
Take a look in C:\Windows\System32 for a file named vgaldr.exe and one named msconfig32.exe. Are either of these in there?

Yes the Task Manager stays open, and I didn't find anything in System32.

Wierd....
Click Start, then Run, type prefetch, and click "OK'. Click on "Edit" on the toolbar and choose "Select All". Press "Delete" to remove all the files from this folder. Reboot and try to open msconfig.

That didn't work either. Well, is there any other way to edit what starts up besides the startup folder in All Program?

There are other ways to alter the startup list, but let's work on the msconfig problem a bit more. This may be nothing more than a corrupt file. Just the fact that there is a system utility not working bothers me...is there some underlaying reason for it? Hmmmmm...
If you have your XP installation CD, lets see if we can extract a fresh copy of msconfig from there.
Click Start, then Run, type cmd, and click "Ok". At the prompt in the Command window, copy and paste the following command (or type it exactly as it appears...note the spaces), then press "Enter":
EXPAND -R X:\I386\MSCONFIG.EX_ Z:\WINDOWS\PCHEALTH\HELPCTR\BINARIES
Once this has completed, reboot and try msconfig.

Still nothing. When I did the commandprompt thing I got this message:
Can't open input file: x:\i386\msconfig.ex_.
Can't open input file: z:\windows\pchealth\helpctr\binaries.
Also I don't have on of those Win. XP boot CDs.

One thing I would like to ask. Do you have a C:\ServicePackfiles folder? If you do, go to C:\WINDOWS\ServicePackFiles and copy msconfig.exe from there to C:\WINDOWS\pchealth\helpctr\binaries.
Easy way to do this is to go to START-->RUN and type cmd and at the command prompt type:
copy C:\WINDOWS\ServicePackFiles\i386\msconfig.exe C:\WINDOWS\pchealth\helpctr\binaries
