Just booted a 98SE PC with 384MB Ram and nothing running, it shows 59% free

Have only seen above 70% when windows is the only thing installed

Ive done a couple of things on my pc that might help? if you go to my computer>properties>file system and make it a "Network server"?

Run>regedit>HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer, if its not already there, right click on the explorer subkey, in the left hand window choose, New>Key and give it a name,

AlwaysUnloadDLL

As the above is written! That when you re-boot will always remove unused DLL files from memory when the associated program is unloaded.

always make a back up of the registry first in case of any problems!
