Screensaver will not Load RESOLVED

Hey guys i need help my OS is windows XP and my screensaver is not loading. I mean it runs when I run my system in safe mode but will not run when I am logged on in normal mode. I have checked registry and HKEY_CURRENT_USER\Control Panel\Desktop Options are set properly:

ScreenSaveActive value data is 1
and SCRNSAVE.EXE has the correct path name for the screensaver im using

I am not sure when this problem began but I need Help. Thanks!

i figured out the problem myself. after booting in select startup through msconfig i found that one of the applications loaded at startup was preventing my screen saver from running. The application was Dell Media Experience (PCMService). I removed this entry from registry and problem fixed.
