Recycle Bin missing on 98

Sister is in NY and I am in NC she has win98 and she has lost the Recycle Bin and says she cannot find it anywhere. I have not worked with 98 in a super long time and could use the help.

She was uninstalling Norton Anti Virus and this when she said she lost the R Bin.
I don't know at this point if she has 98 or SE, but they might be the same setup.

From a newsgroup i read.

You can get your Recycle Bin back by creating a new folder. Then,
rename it "Recycle.{645FF040-5081-101B-9F08-00AA002F954E}". Name the
folder exactly as it appears between the quotes. The name before the
period can be any name but the part after the period must be exactly
the same. After the period is the CLSID identifier that Windows uses
to identify the Recycle Bin.
I'm pretty sure that this is the same CLSID for all of Microsoft's
versions of Windows. If it doesn't work for your version, do a
registry "Value" search for "Recycle Bin". The Key Name for that value
is the CLSID for the Recycle Bin that you need to enter as part of the
folder's name, instead of the one above.

and from the same question came this which might be easier.

Go to start/find /files and folders and type in recycled and press find now. You will see an icon come up and on the right hand side it will say recycled. Right click on it and create shortcut. It will tell you it cannot put the shortcut there but do you want it on your desktop, say yes.

Try this fix it will do the registry for you
Fix recycle bin
or this to delete the recycle bin folder then recreate it.
