Problem Computer not starting right

Brand new mother bourd is a Elite Group Nforce3-A, amd sempron 3100+, and some ddr ram is hooked up and when we flick the power supply switch on it starts up without us pushing the power button in. We tryed a whole new power supply but same thing happens. We have the power sw wire in the right slot and have switched it around but same effect. Also looked for some jumper that might be out of wak but idk what else to do... Help plz.
