System Restore Tab not in My Computer Properties

Kept searching the forum and found the right repair. Thanks to Fenor for helping greatmightypoo.

When I try to run system restore I get "system restore is unable to protect your computer. please restart your computer and run system restore again". I restart and get the same message. I don't have the system restore tab in my computer properties. When I go to admin tools - services and try to start it from there I get "Could not start the system restore service on local computer. Error 5: Accessis denied".
I've checked other posts but have not had any luck.
Thanks in advance for any help or suggestions.
