what version of IE are you trying to install...and why are you trying to install I.E. anyway?
also...to get rid of y our dll error message try doing a system restore to a date previous to when you messed up

Um, XP has no ability to uninstall Internet Explorer, in fact there's no newer version (apart from the beta version of IE7) to upgrade it with. You shouldn't be able to install IE at all.

Yes I did a system restore but all my restore points were gone, so I went back far as I could. which wasnt far enough.

Do you have a valid XP cd?
If so, place it in your CD ROM drive and follow the instructions below
Start > Run > cmd then type
sfc /scannow (note the space)
let this run untill you get a message saying it is complete.
SFC - system file checker, retrieves the correct version of the file from %Systemroot%\System32\Dllcache or the Windows installation source files, and then replaces the incorrect file.
If you want to see what was replaced, right click My Computer > manage, expand event viewer > system.
