Trouble installing Battle for Middle Earth

I am trying to install Battle for Middle Earth on my son's new Dell computer. I followed the directions by disabling the virus program and shutting down the processes associated with the user. The first disc will load, and then message asking for next disc. While loading second disc, loading will "hang" at about 19%. I checked the processes and see that 100% of the cpu usage is between system and system idle process.

I made sure that the discs are clean and major scratch free.

Need ideas....

how long have you waited? is there hard drive activity?

I waited about twenty minutes...the disc drive was inactive, but the cpu was active...I even tried downloading the disc 2 from online and tried that...still no success. The same circumstance happens when I try to load the game on other computers in my household.
