Windows XP startup issues

When I start up windows everything goes fine. Then within seconds everything comes to a screeching halt. It takes forever for any windows to open or programs to run. If I check the proccess tab in task manager, explorer.exe is taking up 99% of my cpu!!! I've used msconfig and unchecked every startup progam offered. I've run the system file checker, run anti virus and spybot and still no help. If I end explorer.exe than then run it again everything is fine until I restart my computer. I need some help please!!!!!
