Bubbling noise in speakers

I am getting a bubbling noise from my speakers. As soon as I start my PC the noise starts. It's a low noise seems like backgound. It sounds like bubbles or something rattling. I even hear it from the speakers when I have my headphones connected. I am using Soundblaster 5.1

Thanks for any help
