when the machine posts and gets to the configuration screen with the option for the bios setup it hangs, think i might need a new mobo or at least new bios chip. what do u guys think?

Have you tried clearing the BIOS/CMOS by disconnecting the power and removing the battery for at least five minutes. If it's an older system a new battery may also help.
